Only administrators can change a user's permissions at any time via the "Manage Users" page (link on the Dashboard).

When you purchase an enterprise license, you get one administrator seat fixed to a single account. (additional ones can be purchased) The editor and moderator seats can be purchased as needed. These are floating license and occupy a seat only when logged in. There are an unlimited number of writers allowed to create content.
